GENERAL COUNCIL - BUSINESS MEETING (SUMMARY)

After the customary invocation and preliminaries, President Jesse Enloe announced that the Oaths of Office of all officials in the Texas de facto government are now available on CDRom for years 2000 and through March of 2001. Our "texasrepublic.com" site is now back up and running and linked to our new "texasrepublic.org" site.
Council Secretary Carolyn Hunter called the roll, and John Hunter stated that a quorum was present. The Secretary then read the minutes of the previous meeting, and the Council made several corrections. Jesse Enloe moved to accept the minutes as corrected, his motion was seconded by D. A. West, and the Council voted unanimously in concurrence.
Jesse Enloe stated that the letter had been sent to Texas legislators regarding the recording of Notices of Federal Tax Lien by County Clerks as if they were actual liens. He then read the letter in its entirety. No responses have been received since the notice was mailed on April 28.
After the business portion of the meeting, Coolidge Gerdes talked briefly about a fundraising project for the Republic through subscribing to a long distance telephone service.
Max Loop stated that he delivered a copy of our Notice to Public Officials to the County Commissioners meeting in Edwards County. The Commissioners have tabled the issue for the time being. He also delivered handouts on the 13th Amendment to the Council.
John Hunter read a portion of a news item stating that in a major policy reversal regarding Caribbean Basin banks, Washington will not go along with other major western powers in their attacks on foreign financial havens. The U.S. stated that it will not assume to dictate to other countries what their tax rates should be, nor will the Bush administration participate in the "harmonization" of global financial matters.
He then discussed a document that makes a demand for exemption from immunization requirements for entrance into the Texas public school system on the basis of religious convictions. These exemptions are now standard in some European countries because of the discovery of a connection between immunizations in preschool children and various autoimmune problems, autism and other undesirable side effects. For those parents who support this stand, the documents are available on request.
Jesse Enloe discussed the indictment of Congressman Trafficant on racketeering charges. Coincidentally, Mr. Trafficant has a tendency to tell the truth about the U.S. government's more crooked operations. It seems very obvious that this is a move to quiet a voice that still speaks for the people. Jesse also provided cites regarding "third-party debt collectors", which would prove useful for those dealing with this problem. All third-party collectors must be bonded and registered to do business in Texas. Otherwise they are operating illegally. If you notify a third-party collector by certified mail not to bother you any more, they are then bound by law to leave you alone. If they do bother you again, they are automatically liable for a minimum $1,000 damages to you in accordance with the Fair Debt Collection Act.
Mr. Enloe then introduced a copy of "The Secret of the Maritime Jurisdiction Exposed" by Valiant Liberty (a pen name). The maritime jurisdiction is the same as commercial law, and the article talks about how the system can be defeated by demand for allocution. The basis of the argument is "there is no contract". The article is 31 pages long and details defeating the presumption upon which all commercial law is based. The paper will be published on our website.
Ed Brannum discussed an ongoing situation involving 1,200 farmers being put out of business in Oregon because their water is being cut off to accommodate an "endangered" critter. This is the environmental movement gone mad. This led to talk about a massive desalinization program for Texas to provide water. He then discussed the Joe Gray situation in Trinidad and the fact that certain officials and media are attempting to bring the situation to critical mass in order to get anti-gun bills passed in Austin.
GENERAL COUNCIL - INFORMATION MEETING

Council Chairman John Hunter called the meeting to order at 10 a.m. Joe Hunter gave the invocation. John Hunter introduced the Council. Mr. Hunter then re-read the announcements made in the previous night’s meeting.
President Jesse Enloe then took the podium. He spoke briefly on Texas history for the benefit of new visitors. He then provided an explanation of cognitive dissonance as it relates to the difficulty of bringing people to recognize the truth after they've believed in lies their entire lives. He then discussed the virtue of analyzing groups of words to perceive their true meaning. The evidence is overwhelming in confirming the fact that the USA is no longer what it was intended to be. Moreover, the lust for absolute power and riches on the part of government officials has become supreme over the law of the land. Now the "authorities" ignore the law and do as they will, and the cognitively dissonant citizen lets it pass because they've had a lifetime of indoctrination in the "respect for authority". There is, however, a major sea change coming, and the people are being re-educated about their rights at the grassroots level, about the bogus form of government under which they labor, and about how they can defend themselves. He illustrated this by talking about the Notices of Federal Tax Lien that are being filed by all County Clerks as if they were actual lawful liens, which they are not. Paraphrasing "The Law" by Bastiat, he stated that when a system ceases to protect the people and becomes oppressive, it becomes a system of legalized plunder. We need to reinstall a system of government that OBEYS THE LAW. Which law? The laws that the people authorize them to uphold. This is a simple premise. However, we have a corporation posing as a government, which has moved maritime law onto the land, and is interpreting those laws to their own profit.
Coolidge Gerdes presented information on a new long distance carrier, Global Connect, that provides low per-minute rates and provides an opportunity for a portion of the profit to go to the Republic of Texas.
John Hunter once again read an article from the Houston Chronicle that stated that the Bush administration will not go along with other western powers in their crackdown on offshore tax havens. Treasury Secretary O'Neill said that pressuring foreign tax havens to turn over information on their customers was a policy that would not be pursued overtly.
Ed Brannum cited his department's goals: remove the IRS from Texas; develop contingents of 5-7 citizens to go into all of the districts to meet and talk to each County Commissioner, County Judges, and Sheriffs to establish working contacts with them if possible; send researchers in to all counties to search titles prior to Sheriffs sales, purchase the properties and return them to the original owners with allodial titles; simultaneously establish land centers in various districts to handle these land purchase/restorations. This activity would impinge seriously upon the "buddy system" presently operative among county officials as pertains to the theft of the people's land and property.

Vice President John Hunter reconvened the meeting at 1:05 P.M.
Jesse Enloe opened his talk with the status of Congressman Traficant being indicted on racketeering charges. The reason for this attack on Mr. Traficant is because he is outspoken and has no objections to telling the truth to the American public, and he must be vilified and driven from the inner circle in Washington. These charges will damage his credibility and probably efficiently end his public political career. However, this is the price one must pay for swimming with sharks.
He then explained some little-known facts about third-party debt collectors. Fact 1: You are not obliged to deal with them since you have no contract with them. Fact 2: The other facts are irrelevant (see yesterday's minutes).
Jesse introduced a new article available entitled "The Secret of the Special Maritime Jurisdiction of the United States Exposed" by Valiant Liberty (a pen name). This article was written to expose the maritime jurisdiction of the courts, or commercial law. Within this maritime jurisdiction, if there is no contract, there is no case. The right of allocution is an absolute right in all courts, and it is a process where you make a final statement before sentencing to object to the sentence being imposed for lack of contract. There is only a PRESUMED contract. By showing up in court, by pleading, by responding to the apellation "defendant", you validate the presumption. However, at the correct point in the proceedings you may plead nolo contendere (no contest) and demand allocution, telling the judge that there is no contract. If you have been required to sign any documents, you add "non assumpsit" under your signature, which defeats the contractual concept. This article provides a well constructed explanation of the maritime jurisdiction, which is the root cause of all of those questions we ask that begin with "but what happened to my rights?.....". This is NOT a silver bullet, but it is one more bullet in the belt of knowledge. The article is not an easy one-time read. It's the sort of thing to read two or three times with a highlighter in one hand.
John Hunter stated that for those with school-age children or grandchildren, they might be interested in information on exemption from immunization. Allowable grounds are medical and religious reasons. The medical exemption is a very complicated process. The religious exemption should require a simple notice and affidavit. In Europe, no vaccinations are required until a child is 2 years of age because of the potential for damage by the immunization shots to the child's natural immune system. Reports have it that SIDS deaths in Europe have declined to nearly nothing. There are also studies that indicate that autism may possibly be caused by these immunization shots.
Earl Forester cited a group of "winning" actions that we now employ. A man in San Antonio went into a bank and requested notary service and was refused because he didn't have an account at the bank. He wrote an affidavit and sent the bank a bill for $400 citing the bank's refusal to provide notary service. His charge for $400 covered his hourly rate and expenses required to locate someone else to notarize his papers. The bank settled with him on the fee and paid him $200.
D. A. West also related another win in New Mexico. Envirowackos had managed to shut down all farming and ranching activities in a certain county. The people notified Fish & Wildlife to remove themselves from the county, and the Forest Service tried to arrest several members of the group. The Sheriff stood with the people, using his authority. The county enacted the constitution as their ordinance. In Oregon, the Klamath Basin is now without water thanks to the federal environmentalists, who chose to protect a sucker fish rather the farmers and ranchers. The lake in question had been specially built to be used for irrigation, and the prime purpose of the lake was hijacked for a fish. Of course, the main agenda of environmentalists is to eliminate or quarantine man in order to impose their religious beliefs upon everyone by protecting the pagan gods they worship at the expense of God's children. More water battles will be fought, in addition to land battles, food battles, etc. before the war is over.
The floor was then opened for discussion.
Auditor Coolidge Gerdes announced that a total of $253 was collected to cover the room expenses.
