RESOLUTION OF THE GENERAL COUNCIL OF THE REPUBLIC OF TEXAS
Resolution No. GC98-102

Whereas there have been many questions concerning the transition from the STATE OF TEXAS to the Republic of Texas; and,

Whereas the General Council should answer questions as much as possible and should be consistent in said answers; and,

Whereas the principle is well established in the founding documents of Texas that "All Political Power is inherent in the People"; and

Whereas the principle is well established that the People have the God given, substantive, and inherent right to freedom of political speech;

Now Therefore Be It Resolved that the General Council of the Provisional Government of the Republic of Texas hereby adopts a general "Statement of Objectives of the Transition from the STATE OF TEXAS to the Republic of Texas" to be generally referred to as the "Statement of Objectives." The following is the wording adopted by this resolution:

Statement of Basic Objectives of the Transition
from the STATE OF TEXAS to the Republic of Texas

All Administrative Agencies of the UNITED STATES (IRS, BATF, FBI, EPA, OSHA, Federal Courts, etc.) in Texas should be closed down. Those serving a useful purpose, if any, should be converted to the Private Sector of the Republic of Texas. All employees wishing to remain in Texas will have opportunities for other jobs. The United Nations will have no presence in Texas and Texas will not be a member nation of the U.N.

All STATE OF TEXAS departments and agencies will be studied and those performing useful services should be converted to the Private Sector. There should be no administrative agencies making their own laws and regulations in Texas. Existing contracts between the STATE OF TEXAS and private contractors will be honored, provided there are no violations of individual rights or the Common Law involved.

The right of Private Ownership of property will be restored. All property, land, homes, automobiles, etc., will be held in absolute ownership with Allodial Title or Title in Allodium and will not be taxed.

The debt money system of the Federal Reserve should be replaced and the money system should be converted to lawful money, Gold and Silver. It will be possible to use checkbooks and debit cards against deposits of Gold and/or Silver. The excessive tax burden that is now on the People will be removed.

The Common Law should be restored. Training of Sheriff's Departments and Municipal Police would teach them their true function as Peace Officers. Eventually, Municipal Police should be absorbed into the Sheriff's Department, as the Sheriff is the only elected official delegated the duty and authority for keeping the Peace.

A Public Education campaign will be launched to educate the People of Texas regarding the Common Law. The Common Law, simply stated, is "Don't harm anyone, don't harm anyoneÕs property, and your word is your bond."

All government functions, except those dealing with National issues, should be returned to the local level, i.e. county and city. Public and private Education should be returned to the people at the local level. All local governments should eliminate administrative agencies and their regulations and local governments should be unincorporated and return to lawful status as de jure government bodies. Government at all levels will be accountable to the People, and should not pass laws, statutes, ordinances, rules, etc. to impose private law and compelled performance to regulate the behavior of the People. The People should enforce violations of the Common Law through the People's Courts of Common Law.

It will be a primary objective in the Republic of Texas to either move existing government agency jobs to the private sector or assist those employees of closed agencies in finding new employment. The move to regain the Sovereignty of Texas as a Nation is to benefit the People, not to cause them any harm whatsoever.
