GENERAL COUNCIL STATEMENT
August 26, 1997

Re: The removal of David Johnson from the office of President of the Provisional Government of the Republic of Texas.

On August 23, 1997 a Citizens Delegates Convention voted by a 2/3 majority to remove David Johnson from the office of President of the Provisional Government of the Republic of Texas. Among the reasons for his removal are the following:

1. Mr. Johnson exceeded his delegated authority in many areas and usurped the responsibilities of several other officers of the Provisional Government. The people of the Republic understand that many of the problems we face today are a direct result of elected officials exceeding their delegated authority and it cannot and will not be tolerated in the Republic of Texas.

2. One of the most important principles of the common law is that "your word is your bond." Mr. Johnson repeatedly displayed serious inconsistencies between his words and his actions, which have been thoroughly documented, resulting in a great deal of distrust and disharmony within the Republic.

3. It became quite clear to the people of the Republic that Mr. Johnson had a personal agenda for the Republic that does not relate to or further the causes and goals of the people and, in fact, are contrary to those goals and could actually harm or prevent the reclamation of Texas as an independent nation. This agenda was in the nature of setting up a "theocratic" form of government rather than a republican form of government to which we are committed. This "theocracy" would have been headed by Mr. Johnson's father, Verlis Johnson, who claims to be the "prophet" of their church, and who would make all laws for the Republic.

4. Mr. Johnson displayed a complete lack of cooperation and respect in working with the General Council as directed by the people through the Plans and Powers wherein it states that they shall "act as one body" meaning that no one officer acts on his own in matters affecting the Republic and the General Council. This contempt for the people and the council could not be tolerated.

5. Unlike the normal understanding of the office of "President," the President in the Republic of Texas Provisional Government is not an executive position with normal executive duties and authorities. It is simply to be the Chief Spokesman to represent the people and the General Council of the Republic to the world through the Media. The people and the General Council were dissatisfied with Mr. Johnson's way of dealing with the news media in that the positions of the people of the Republic of Texas were not being properly stated on some very important issues.

6. Mr. Johnson's overall behavior was unacceptable for the office of President of the Provisional Government of the Republic of Texas.
