NOTICE

There will be a Delegates Convention of Citizens of the Republic of Texas on Saturday, July 11, 1998. Several Delegates have called for this convention for the purpose of making a revision to the Plans and Powers for the Provisional Government of the R.T. The Convention will be held following the morning session of the General Council Meeting on the above referenced date.

The proposed revisions are regarding the positions of President, the Secretary of Plans, Powers, Constitution and Convention and the Counsel General.

Article 7, Description of President currently reads:

"President of the Provisional Government"

"The President shall serve as chief spokesman for the General Council. He shall be governed by this document and the Common Law."

Description of Secretary of Plans, Powers, Constitution and Convention currently reads:

"Secretary of Plans, Powers, Constitution and Convention"

"The Secretary of Plans, Powers, Constitution, and Convention will be responsible for the developmental planning in the Republic, providing for the basic accumulation of cause-and-effect data for proper transition and for the future constitutional convention. The Secretary also serves as the public relations officer for the Government of the Republic."

The proposed change is to move the responsibility for public relations from the Secretary of Plans and Powers to the President. Also, it is considered that the secretary position should be renamed and redefined, since the Secretary of Plans, Powers, Constitution and Conventions has no authority to alter the Plans and Powers Document. The new Plans and Powers would read:

President of the Provisional Government

The President shall serve as chief spokesman for the General Council. The President also serves as the public relations officer for the Provisional Government of the Republic. He shall be governed by this document and the Common Law.

Secretary of Constitution and Convention

The Secretary of Constitution, and Convention will be responsible for establishing Citizens' committes for drafting proposals for the future constitutional convention and assisting Citizens in having the constitutional convention.

Further, a problem exists with the description of Counsel General, wherein it states that he "may appoint Sheriffs or re-appoint a currently elected Sheriff." This is not a power that can be delegated to the Counsel General, except by the citizens of each county. It is proposed that the new description read:

Counsel General

The Counsel General will represent the legal affairs of the Republic on domestic affairs and in all actions for protection of the People and Citizens of the Republic. The Counsel General will serve as the Chief Coordinating Officer of the Republic with all Sheriffs, Constables and Police in Texas.
