Report on Delegates' Convention

in College Station (November 30, 1996)


NOTICE
On November 30, 1996 a Convention of Delegates was held in College Station, Republic of Texas. At this convention a quorum of districts were represented and delegates were elected from each district represented. A Secretary of the Convention was chosen.

The first order of business was to revise the Plans and Powers of December 13, 1995 and the following revisions were made by the delegates:
The position of Secretary of State was revised and is now an appointed, non-voting position. The record keeping duties of the Secretary of State were transferred to the Secretary of the Council. The Secretary of the Council was revised to an appointed, non-voting position.

The position of Chief Ambassador was eliminated and the responsibility for all ambassadors and foreign service officers and matters was transferred to the Secretary of State. The position of Consul General as Chief Foreign Legal Officer remains in the Plans and Powers.

The position of Secretary of Interagency Coordination was eliminated and all duties of this office transferred to the Secretary of the Council.

The position of Secretary of Defense was eliminated. The duties regarding Sheriffs, Constables and Police were transferred to the position of Counsel General. The duties regarding the Texas Defense Forces were transferred to a newly created appointed position of Commander of the Texas Defense Forces.

Archie Huel, Lowe, Steven Craig, Crear, Richard Lance, McLaren and Ray Wanjura were removed from their offices by a majority vote of the Delegates in Convention. Robert Kesterson was removed from his office by the appointment of a new Secretary of State.

The following people were elected by the Delegates in Convention to fill vacancies created by the actions of the Delegates:

The following positions were filled by appointment and approved by the General Council:

The following council members, previously appointed by actions of the General Council, were affirmed by election by the Delegates in Convention:

Secretary of Science and Technologies
D.A. West 
Secretary of Agriculture and Environment 

The will of the people has spoken through their elected delegates in lawful convention. I hope that an orderly transfer of the Republic of Texas documents, equipment and seals can take place.
