Proclamation of the
Transitional Plan of the Provisional Government
of the
Republic of Texas

  1. The Provisional Government of the Republic of Texas shall immediately institute a medium of exchange, of intrinsic value, for the purpose of supporting a national economy.
  2. The Provisional Government of the Republic of Texas shall immediately determine the existence of any treaties or agreements between the Republic of Texas and other nations, to establish and reaffirm international relations, recognition, commerce and trade.
  3. The Provisional Government of the Republic of Texas shall take no actions which would restrict, prohibit, or interfere with private commerce or contracts, nor shall allow any entity to do so, or same shall be held liable under the Common Law of the Republic of Texas.
  4. The Provisional Government of the Republic of Texas shall establish national land centers in each district for the purpose of decentralizing the national government, educating Texian national as to their status and the Common Law, and encouraging the privatization of current de facto agencies when necessary.
  5. The Provisional Government of the Republic of Texas shall, when expedient, attach all assets on behalf of the People of the Republic of Texas, to be preserved for same, including any and all accounts, controlled, held by, or accruing to THE STATE OF TEXAS, whether located within or without the borders of the Republic of Texas, for the use of the treasury of the Republic for interim transitional needs.
  6. The Provisional Government of the Republic of Texas shall immediately declare for all agencies of THE STATE OF TEXAS or of the UNITED STATES to cease intervention and interference with the rights of any Texian national, nor shall any statutory court have lawful venue or jurisdiction to conduct any proceeding against any Texian national.
  7. The Provisional Government of the Republic of Texas shall continue the implementation of Common Law within the Republic by fostering the creation of county common law courts and by establishing common law courts in every district. No person with title of nobility shall be allowed to serve in any capacity in the judicial system and all officials shall be Texian nationals. The structure of the judicial system shall be reviewed and revised as needed during the transitional period in order to fully implement the practice of common law within the Republic of Texas.
  8. The Provisional Government of the Republic of Texas shall act to remove foreign military forces, agencies, and policing authorities currently occupying the sovereign soil of the Republic of Texas that are operating without express written authorization from the Provisional Government.
  9. The Provisional Government of the Republic of Texas shall use any departments or Defense Forces necessary to assist, advise, and enforce the laws of the Republic of Texas in all of its endeavours to protect the rights of Texian nationals and to secure its borders pursuant to the law of nations and to existing treaties of the Republic of Texas.
  10. The Provisional Government of the Republic of Texas shall declare all titles to land in the Republic of Texas shall forever belong only to Texian nationals.
  11. The Provisional Government of the Republic of Texas shall immediately establish a seat of government pursuant to the laws of nations.
  12. The Provisional Government of the Republic of Texas shall facilitate the formation of a constitutional convention, consisting of no less than two delegates from each county, for the purpose of drafting a constitution for the Republic of Texas.
