Lawful Notice of Removal,

Disassociation and Disclaimer

To: The General Assembly of the United Nations, by and through the Secretary General, Boutros Boutros-Ghali and all nations of the world.

Official International Notice is hereby given that in accordance with the Declaration and Proclamation of the Independence and Reclamation of the Republic of Texas, an unincorporated Sovereign Nation State Body Politic, dated June 13, 1996, executed and filed for notice pursuant to the Law of Nations, the Treasurer of the Republic of Texas in concert with the newly elected Consul General as Chief Foreign Legal Officer and the other officers of the Provisional Government of the Republic of Texas, hereby announces the REMOVAL, DISASSOCIATION, and SEVERANCE of the FORMER members of the Provisional Government of the Republic of Texas named below and for the specific reasons set out below:

The People of the Republic of Texas, Free and Sovereign, an unincorporated body politic, discovered that on October 18, 1996, Chief Ambassador and Consul General Richard Lance, McLaren, in concert with Vice President Steven Craig, Crear and Timothy Charles, Perkins, acting as Judge of the Court of Common Law Pleas, Tarrant county, Milam District, entered into a conspiracy to create a trust, done in secrecy without a majority vote of the Provisional Government as required by the Plans and Powers of December 13, 1995, and indeed completely without their knowledge or the knowledge of the People.

The People of the Republic of Texas, Free and Sovereign, took protective measures against the unlawful acts and conspiracy being perpetrated against them by the issuance of Temporary Restraining Orders, issued by a jury of twelve (12) Citizens of the Republic of Texas on November 6, 1996. Further action was taken by the jury, pursuant to their authority over the signature of the Judge, by canceling and overturning the Articles of Inception of the "Republic of Texas Trust", thereby nullifying and voiding this unlawful trust, even though it was void from the beginning for fraud.

Accordingly the lawfully elected Provisional Government of the Republic of Texas, on behalf of the People, Free and Sovereign, REPUDIATE and DISAVOW the so-called "Republic of Texas Trust" and hereby GIVE NOTICE THAT IT HAS NO FORCE AND EFFECT.

The evidence shows that Richard Lance, McLaren, Steven Craig, Crear and Timothy Charles, Perkins continued to conspire to defraud the Citizens of the Republic of Texas in knowing violation of the Temporary Restraining Order, prompting more severe and protective measures to be sought through a Citizens Grand Jury of the People of the Republic of Texas.

Three individual Citizens of the Republic of Texas filed lawful Criminal Complaints at Common Law against Richard Lance, McLaren, Archie Huel, Lowe, Steven Craig, Crear and Timothy Charles, Perkins with the District Counselor (prosecutor) for Milam district. All were notified and invited to attend the Citizens Grand Jury investigation, but none appeared. Evidence by documentation, sworn Affidavit and sworn testimony was presented to the Citizens Grand Jury of twenty four (24). Although indictments were not sought in the presentment of evidence, the Grand Jury found sufficient cause and evidence existed to return a True Bill of Indictment on all four of the persons aforementioned by a unanimous vote of 24 to 0, on the charges set out below:

2. Conspiracy to defraud Republic of Texas Citizens
3. Violation of their sworn Oaths of Offices
4. Treason by their actions to overthrow the Provisional Government of the Republic of
  Texas 
5. Knowingly violated and breached the Public Trust of the People, Free and Sovereign,
  of the Republic of Texas 
6. Committing acts outside the delegated authority of their offices 

Conspiracy to defraud is confirmed by prima facie evidence of the conspirators actions to place the Eminent Domain Claim, The War Reparations Claim and The Treasury of the Republic of Texas into the unlawful and fraudulent "Republic of Texas Trust" and proceed to write "Treasury Warrants" against this non-existent trust without the consent of the Provisional Government General Council through a majority vote and completely without the knowledge of the Provisional Government General Council or the People of the Republic of Texas.

To date it appears that the amount of fraudulent warrants issued is in excess of three billion (3,000,000,000.00) dollars. Most of the warrants were confiscated in Puerto Rico by the United States Secret Service.

Numerous other warrants have surfaced which have resulted in the arrest and incarceration of some unsuspecting persons attempting to cash these unlawful warrants.

At a Convention of Delegates held in College Station, Republic of Texas, on November 30, 1996 the People, Free and Sovereign, took final steps to disassociate from the above named persons and their unlawful acts and preserve the integrity of the People and the Provisional Government of the Republic of Texas. At this convention a quorum of districts were represented and delegates were elected from each district represented.

Summary of Actions by Lawfully Elected Delegates in Convention

The first order of business was to revise the Plans and Powers of December 13, 1995. Following are some of the revisions made by the delegates:
The position of Secretary of State was revised and is now an appointed, non-voting position. The record keeping duties of the Secretary of State were transferred to the Secretary of the Council.
The Secretary of the Council was revised to an appointed, non-voting position.
The position of Chief Ambassador was eliminated and the responsibility for all ambassadors and foreign service officers and matters was transferred to the Secretary of State. The position of Consul General as Chief Foreign Legal Officer remains in the Plans and Powers.
The position of Secretary of Interagency Coordination was eliminated, thereby removing Carolyn Carney from the General Council and all duties of this office transferred to the Secretary of the Council.
The position of Secretary of Defense was eliminated, thereby removing Dr. Ralph Turner from the General Council. The duties regarding Sheriffs, Constables and Police were transferred to the position of Counsel General.
The duties regarding the Texas Defense Forces were transferred to a newly created appointed position of Commander of the Texas Defense Forces. Archie Huel, Lowe, Steven Craig, Crear, Richard Lance, McLaren and Ray Wanjura were removed from their offices by a majority vote of the Delegates in Convention. Robert Kesterson was removed from his office by the appointment of a new Secretary of State.

Explicit Notice

The People of the Republic of Texas, through their lawfully elected Provisional Government, now give notice of SEVERANCE and DISASSOCIATION from the above named FORMER members of the Provisional Government and FORMER Judge, Timothy Charles, Perkins for their unlawful acts so stated.

This NOTICE of REMOVAL of the FORMER members of the Provisional Government of the Republic of Texas is to protect the innocence of the Citizens of the Republic of Texas from any wrongdoing and to prevent all persons from falling victim to any scam involving "Treasury Warrants", "CMO's", or any other purported financial instrument issued against the unlawful "Republic of Texas Trust", whereon the "Treasury Warrants" have clearly printed on their face that they are backed by the "Full Faith and Credit of the People of Texas." The Provisional Government of the Republic of Texas and the People, Free and Sovereign, give notice that the printing and passing of the "Treasury Warrants" was done unlawfully, without their knowledge or consent, is a fraud perpetrated against them and others, and they do not condone such acts committed by the FORMER members of the Provisional Government. The Treasurer, Darrell Dean, Franks, vehemently opposed the use of the "Treasury Warrants" and refused to sign or participate in such a scam and warned all others that their actions to sign and pass "Treasury Warrants" would be unlawful and the consequences could be severe to those participating in such acts.

Notice to Disavow and Disclaimer

The People of the Republic of Texas, Free and Sovereign, were misinformed and grossly led astray, whether intentionally or unintentionally, by Richard Lance, McLaren in a crazed and unintelligent move to associate (by UCC filings) the Sovereign Soil of Texas, rightfully reclaimed by the People of the Republic of Texas, Free and Sovereign, with a foreign jurisdiction when he (McLaren) filed the Eminent Domain Lien with the Secretary of State in the Defacto State of Texas UCC filings office.

We, the lawfully elected Provisional Government, on behalf of the People of the Republic of Texas, Free and Sovereign, an unincorporated Body Politic, do hereby DISAVOW the Eminent Domain Lien by and through this NOTICE to the United Nations and all nations of the world.
