After the Convention of November 30, 1996, newly elected Provisional [Government] President David Johnson [since replaced] called a council meeting. The council members present were:

Edward Brannum, Secretary of Privatization
Jeffrey Katz, Secretary of Science & Technology
D.A. West, Secretary of Agriculture and Environment
Rice McCleod, Secretary of Judicial Affairs

Absent were, Bill Bailey, Darrell Franks, and Coolidge Gerdes

President [of P. G.] David Johnson appointed Daniel López as Secretary of State. As provided for in the revised Plans and Powers of November 30, 1996, this position must be approved by the council. The [motion] was made by Jeff Katz to approve Mr. López. This was seconded by D.A. West. The council voted and the count was unanimous to approve Daniel López as Secretary of State.

Daniel Lopez accepted this position and Counsel General, Robert Taylor swore Mr. López into office.

Vice President Jesse Enloe nominated Linda Roberts as Secretary of the Council. As provided in the revised Plans and Powers of November 30, 1996, this position must be approved by the Council. The [motion] was made by Robert Taylor to approve Mrs. Roberts. This was seconded by Rice McCleod. The council voted and the count was unanimous to approve Linda Roberts as Secretary of the Council.

Linda Roberts accepted this position.

Ed Brannum nominated Sam Naumann as Commander of the Defense Forces. The nomination was seconded by Don Varnell. The vote was unanimous to approve Sam Naumann as Commander of the Defense Forces.

Sam Naumann accepted this position.

Robert Taylor then swore in both Linda Roberts and Sam Naumann into their respective offices.

There was general conversation of how and what to do about the seals of office. David Johnson and Jesse Enloe will attempt to get the seals of office returned but if they can't, new ones will have to be purchased immediately.

Don Varnell then read the following Resolution which is attached to these minutes. This reading is the second reading, the first reading being at the last Council Meeting in Odessa on November 23, 1996.

D.A. West read a motion that requests that the Secretary of the Council fax every official document of the Republic of Texas to each Council Member of the Provisional Government that does not have access to the Internet. This is the first reading. A copy of this motion is attached to these minutes. Robert Taylor made a motion that the meeting be adjourned. Seconded by Rice McCleod. This motion was defeated.

David Johnson made a motion that Virlis Johnson be appointed spiritual advisor to the council. This was seconded by D.A. West. After discussion from the floor and the council the name was changed to Council Chaplain. This motion was unanimous to approve Virlis Johnson as Council Chaplain.

Ed Brannum made a motion to adjourn. Don Varnell seconded the motion. The motion carried unanimously and Jesse Enloe adjourned the meeting.
