NOTICE
To All Concerned Citizens:
This notice is to inform you concerning an important Constitutional Committee Meeting, where all can be heard and much accomplished.
(1) It is now confirmed that the meeting will be held at 9:00 a.m. on February 3rd and 4th, 2001, at the Quality Inn Baytown, 300 South Hwy. 146 Business, Baytown, Texas 77520. Phone # (281) 427-7481, Fax # (281) 427-7877.
There is presently a block of 10 rooms set aside for out of town guests at the rate of $59.00 per night. (Sorry, but this was the best rate we were able to obtain). However, solicitations are being made to local Citizens for accommodations in their homes to out of town Citizens on a very limited budget. If you are in need, please contact R. C. Taylor A.S.A.P.
(2) Regarding anticipated changes, alterations, additions or eliminations to various sections, provisions or paragraphs of this Proposal, the following rules will be applied for those wanting to speak;
[a] No “opinions,” or “I thinks” without the offering of a solution or replacement wording shall be allowed by the Chair. This will greatly assist in reducing frivolous arguments and debates that burn up valuable time.
[b] Those Citizens submitting their concerns and proposed changes in writing to the Committee Chairman (R.C. Taylor) in a timely manner prior to February 3, 2001, shall be given preferred floor time to debate their position[s].
[c] During the “business” course of the Meeting the proposed Constitution will not be read Section by Section, nor paragraph by paragraph, but will be addressed, if possible, in chronological order pursuant to Citizen’s challenges. This is why it is important each Citizen having a challenge state it in writing and submit it as early as possible to the Committee Chairman.
All portions of the Proposal not challenged shall be deemed approved by the majority of the Citizens of the district and will not be addressed at this meeting.
[d] Time limitations upon all speakers shall be determined by the Chairman so as to allocate time where it is most required.
[e] All proposed changes will be recorded by Mrs. Carolyn Hunter, Committee Secretary, and matched with that particular part of the proposal being challenged.
[f] Each challenged Section, paragraph, sentence or word[s] will be allowed pro and con debate. If there is a proposed change, a vote shall be taken and the majority will prevail. After all challenges are debated and voted upon, the Chairman will announce the acceptance of the District 13 Constitution Proposal. The Chair will instruct the Committee Secretary to make the necessary changes, if any, as soon as possible. Upon completion, copies will be made available for all Republic of Texas Citizens desiring one and copies will be mailed to each Citizen individually who has attended this meeting. The original Proposal, with the new changes, if any, will first be reviewed by the Committee Chairman, insuring the will of the majority. Upon approval by the Committee Chairman, the Constitution Proposal will be handed over to District 13 leader, Tom Maxton, at the February 17, 2001, District 13 regular meeting at Shoney’s Restaurant, Loop 610 and Kirby Dr., Houston, Texas, for submission to a subsequent National Convention via the leader of District 13’s Convention Delegates.
All attendees and their guests are welcome to attend this February 17th meeting at Shoney’s Restaurant, starting at 2:00P.M.
When the District 13 Constitutional Committee’s endeavors have been accomplished, the Chairman will announce this fact and proceed to bring to a close the activities of the Committee by declaring it abolished. The Chairman’s duties shall continue only in regard to assembling all papers, tapes and photos for purposes of forwarding said material to the National Archive when one is created.
(3) Lunch will not be served on Saturday and Sunday, but Hors D’oeuvres, pigs-in-a-blanket and chips and dip will be made available throughout the day for your snacking pleasure. Coffee will also be available. Lunch will be 11:30 a.m. to 1:00p.m. You may eat at the hotel or partake in one of several cafes near by. The Hotel will have a buffet on Sunday only.
Vice President John Hunter will
conduct a short service on Sunday Morning for those who wish to attend.
There is no charge for attendance
to this meeting, nor will any money donations be solicited from anyone.
